One of the most frustrating situations in VirtueMart is if you want to have both taxable and non-taxable items for sale. Even in the latest version, there isn't an easy check box in the item panels that does this.

This solution works for sites that need to charge sales tax based on the customer's shipping State and don't use item weight to determine shipping charges. We tested it in old v1.0.13 and new v1.1.3

• Go to VirtueMart > Configuration > Global.
• Under Tax Configuration, "Virtual Tax" should be unchecked. This causes any item with a zero weight to be untaxed. (The "Enable multiple tax rates?" box can be either checked or unchecked - it doesn't provide a solution to stores that tax by state.)
  
  
  
  
• Now go to VirtueMart > Products > List Products so you can edit each of your items for sale. Double click on an item's name to open it.
• For any item to be charged sales tax if shipped to a taxable state, set the weight of the item to more than 0 on the "Product Dimensions and Weight" tab of the Update Item area.
  
  
  
  
• For any item not to be charged any sales tax if shipped to a taxable state, set the weight of the item to 0 on the "Product Dimensions and Weight" tab of the Update Item area.
